PROCESS SAFETY CONSIDERATION IN PALM OIL INDUSTRY

Palm oil industry (POI) is one of the major industries in Malaysia that contribute more than half of the Malaysia’s export value. Despite being classified as non-major hazard industry (NMHI), POI has some similarity with chemical process industry (CPI) in terms of hazards because the process in POI involves some similar process equipment, under similar process conditions (high temperature & high/vacuum pressure), and usage of some hazardous chemicals (flammable, combustible etc.). However, recent researches reported that the POI is found lacking in terms of process safety implementation. Due to this, there were several major process-related accidents in POI that has been reported which were related to process failure due to various causes such as failure of equipment and safe work procedure. These accidents have caused several fatalities, severe injuries and damages to properties because of fire and explosion. Hence, this course is beneficial towards the understanding and consideration of process safety hazards in POI which inlcudes acquiring knowledge on palm oil process hazards identification and how to manage it.

Objectives:

  1. To describe the current situation, legal requirements and process safety implementation in Malaysia.
  2. To be aware of and understand what palm oil processes that can lead to major accidents.
  3. To provide better understanding on how to establish and manage teh process hazards in the palm oil processing plant.
  4. To educate participants on the basis of design, process failure mechanism, risk reduction and control of milling factory, splitter, refinery, fractionation and hydrogenation processes.

Process Safety Management for Operation and Maintenance

The module is developed for the personnel involved in the operation, maintenance and governance of production and processing facilities. It provides the understanding of the importance of process safety knowledge and awareness which is essential for safe operations and emergency preparedness. It also provides the understanding, knowledge and awareness of the role, hazard and reliability of process unit operation, the risk reduction method available to be applied to ensure a low risk and safe operations.

Objectives:

  1. Learn and understand the contribution of process safety failure that lead to accidents based on the past case histories.
  2. Identify the Process Safety Management elements and its application on managing the process safety of a process plant.
  3. Understand the Process Unit Principle & the process hazards associated with each process unit.
  4. Identify and understand the probable role of process unit operation as accident contributors.
  5. Understand the difference terms of hazard, risk, likelihood and consequence of an incident.
  6. Understand the risk reduction method available and its application in various stages of plant design lifecycle, to achieve lower risk and safer operation.
  7. Apply the systematic risk reduction and mitigation of hazards and consequence of an unwanted event through the understanding and application of Bow-Tie Analysis.
