COMPLETED CONSULTANCY PROJECTS

INTRODUCTION:

In 2019, CIDB has allocated funds to further OSHCIM project and pilot project for OSHCIM implementation in design study during constructions’ initial phase. 10 construction projects include government and private sectors involved in these pilot project training. Companies that are involved in this pilot projects include Sunway Property Berhad, Kajima Malaysia Sdn Bhd, Public Works Department (PWD), IJM Corporation Berhad, Ecoworld Development Group, Mah Sing Group, SP Setia Berhad, and Pavilion Management Berhad.

  • UTM consultants went to engagement sessions with companies involved to learn current practice, real situation, and company background.
  • Using DRRULE-1 concept, UTM taken the initiative to create checklist of design elements that should be emphasized in design phase.
  • In the mentoring session, UTM consultants have released another new checklist and guide project members to used two different methods appropriately and practically.

  • As this phase involves more complex procedures and most critical phase to consider, it requires commitment of all duty holders. Hazard identification exposure or training are particularly needed for familiarity with the terms related.

  • Duty holders were exposed to extraordinary design issues as these projects requires more critical thinking and specific studies.

  • The most critical issue for DRRULE-2 implementation that needs to be discussed is how to make a tender document or BQ for safety as it has become a problem for contractors in producing a budget for safety.

  • In this phase, the most important issue is creating understanding among safety personnel as well as designers who have different views on dangers and threats.

  • Handover when transfer of responsibilities between designer and contractor takes over. According to OSHCIM, PD require to monitor all activities even though contractor has greater responsibility. All issues related to pre-construction until construction phase is monitored by PD.

  • To make OSHCIM adaptation process more accessible and inclusive of current practice, consultants needs to make considerations and devising strategies.
