INTRODUCTION

The Module is developed and intended to empower safety & health committee by providing the potential participants with better understanding of the fundamentals and development of OSH laws; OSH Safety & Health Committee regulations; other OSH Regulations and their applicability to the OSH committee as well as other knowledge such as accident causal factors & the introduction to accident prevention principles which covers risk assessment of workplace hazard. There will also be a refreshment lessons on OSH related elements namely safe system of work and arrangements such as permit-to-work; performance measurement and analysis such as workplace inspections, accident reporting & investigation and safety committee meetings. The in-depth and refreshed knowledge is the key factors in empowering the safety & health committee.

LEARNING OUTCOMES:

  • Identify & describe the OSH legal compliance;
  • Evaluate existing OSH committee setting up & managing procedures
  • Describe the OSH documentation requirement;
  • Describe the Workplace Inspection and Accident Investigation Process
  • Develop the SHC Management action plan

INTRODUCTION

The Module is developed and intended to provide knowledge among the personnel in safety & health in identifying the OSH legal compliance for Risk Assessment as well as in understanding and applying the Hazard Identification, Risk Assessment and Risk Control (HIRARC) in their workplace. This will be done by providing the potential participants with better understanding of the fundamentals on OSH Legislation on Risk Assessment, Risk Management Principle, Risk Assessment Principles & Process, the Use of Risk Assessment in OSH Management System as well as the development of Safe Work Instruction. The in-depth knowledge on risk assessment and safe work instruction is the key factors in ensuring compliance to OSH legislation and commitment to a safer working environment.

LEARNING OUTCOMES:

  • Identify the OSH Legislation on Risk Assessment
  • Have insight on Risk Management Principle
  • Have insight on Risk Assessment Principles & Process

INTRODUCTION

The Module will cover the response requirement to disasters and unwanted events and to prepare the readiness of immediate actions to ensure an effective recovery in event of a crisis. The appropriate response can be learnt through the introduction to Emergency Management Principles, Hazard Assessment/ Vulnerability Analysis, Emergency Management Lifecycle, Emergency Operations Plan (EOP), Incident Action Plan(IAP), Incident Command System (ICS), ICS Emergency Planning. Prospective participants will also be introduced to knowledge on Business Continuity Management.

LEARNING OUTCOMES:

  • Describe specific principles of emergency management.
  • Describe the hazard assessment and planning requirement.
  • Describe the process of developing Emergency Action
  • Plan and response resource requirement to generate the response capabilities requirement of the plant.

INTRODUCTION

The Module will cover the subject on Prevention through Design (PtD). It includes guidelines for participant in a process of recognizing, quantifying, and reducing Hazards. The module will introduce the participant to the basic concept of Prevention through Design (PtD) and their application in industry. Currently, PtD is not widely used in chemical process industry (CPI) due to the concept and practices are difficult to be applied especially in existing plant. PtD have a more reliable risk management technique in CPI but it needs to be implemented in the early stages of the plant design. Other than that, the module also teaches how to apply PtD in the workplace to improve the operations and maintenance safety to prevent hazard and risk of occupational health and safety.
