introduction

Managing occupational safety and health risks at the planning and design stage is often more effective, easier to sustain and cheaper to do than making changes later when the hazards become real risks in the workplace. The Guidelines on Occupational Safety and Health in Construction Industry (Management) (OSHCIM) provides practical guidance to the client, designer and contractor on the management of safety, health and welfare when carrying out construction projects of a structure .

The OSHCIM Guidelines is for people with legal duties (who conduct business or undertaking) under the Occupational Safety and Health Act and the Factories and Machinery Act. These include client, designer and contractor as shown in Figure 1. It explains what they must or should do to comply with the law and recommends duties to them in order to manage their projects. Any actions taken should always be proportionate to the risks in the construction project.

Generally, responsibility for occupational safety and health in construction should be shared among all stakeholders in the industry’s supply chain. Stakeholders such as client, designer and contractor should work together to design OSH hazards out of the construction industry’s processes and products. By working together, they should identify and eliminate or reduce, as far as is reasonably practicable3 , all foreseeable design risks to safety or health of any person.

Under the OSHA, organisations or individuals can concurrently be one or more duty holder for a project or workplace. Duty holder can also have more than one duty. Each duty holder must comply with that duty to the standard required by the Act even if another duty holder has the same duty.

Duty holder must perform his or her duties and cooperate with other duty holders to perform their duties, and promote safe execution of construction and maintenance works so that buildings and structures can be safe workplaces.

INTRODUCTION:

The course will benefit the personnel involved in construction industry. It provides the awareness and understanding of the Guidelines on Occupational Safety and Health in Construction Industry (Management) 2017 or OSHCIM that has been recently introduced by Department of Occupational Safety and Health Malaysia (DOSH), It also provides the understanding, knowledge and awareness of the OSHCIM concept that based on prevention through design (PtD) principles, what the duty holders need to do and how they are involved in management of risk of a construction project. This course is important to enable the trainers that will train the duty holders to prepare them towards the implementation of OSHCIM to reduce accidents in construction industry.

LEARNING OUTCOMES:

  • Learn and understand the risk management principles in OSHCIM.
  • Learn and understand the design risk management in a construction project as outlined by OSHCIM.
  • Learn and understand the methodology in design risk management that is based on design reviews (DRRULE-1, DRRULE-2 and DRRULE-3).
  • Understand types of the design reviews to be performed and their design considerations to be taken into account.
  • Gain a hands-on experience in conducting the design reviews and how and where to record them (OSHCIM documentations).

This is a 5-days training module. For more info on the content of this module, please leave your enquiry on contact us page.

It also provides the understanding, knowledge and awareness of the OSHCIM concept that based on prevention through design (PtD) and how the duty holders can play their roles to fulfill the OSHCIM guidelines. This will be part of the organization initiatives to get in the know of OSHCIM concept that has been proven to reduce accidents in construction projects.

LEARNING OUTCOMES:

  • Learn and understand the need of OSHCIM and the rationale of its implementation to the construction industry.
  • Learn and understand the OSHCIM concept that is based on prevention through design (PtD)
  • Understand who they are (which duty holders they were categorized as) based on OSHCIM Guidelines 2017.
  • Understand and able to identify their roles and responsibilities as duty holders in construction industry.
  • Learn and understand the OSHCIM documentation to be acquired and distributed that will lead to effective project cooperation coordination.
